01Ground Reality: A State Still Deciding Where Its Centre Is
Andhra Pradesh lost Hyderabad in 2014 and has spent the decade since arguing about what replaces it. Amaravati, the greenfield capital between Vijayawada and Guntur, was launched, built in part, abandoned in favour of a three-capital plan, and relaunched after the 2024 election with construction restarting on the government complex, the roads and the trunk infrastructure. Every one of those turns moved land prices in the Vijayawada–Guntur belt by half, and the farmers who pooled 33,000 acres for returnable plots are the state's most studied property investors. The capital question is being answered again; the market is pricing the answer with caution.
Away from the capital, the state's money comes from the coast. Visakhapatnam is the only deep market: the steel plant, the port, the naval base, the IT belt at Madhurawada and Rushikonda, the pharma SEZ, the beach and the hospitals give it a diversified payroll and the state's only real apartment culture. Tirupati runs on the temple, Sri City's electronics and the Chennai border. Nellore has Krishnapatnam port and aquaculture; Kakinada has its port and ONGC; the Godavari delta has rice, aqua and the richest farmers in the south; Rayalaseema has Kia's plant at Penukonda, the Kurnool and Kadapa industrial nodes and the Bengaluru fringe at Hindupur. The Telugu diaspora in the United States buys Vizag flats and capital-region plots from Dallas and New Jersey.
What changed in the last five years: Amaravati stalled, then restarted; Bhogapuram airport rose on its site north of Vizag; the Vizag steel plant's privatisation fight and the Rushikonda IT expansion pulled the city's demand in two directions; the state's land-titling law was passed, challenged and repealed; the LRS regularised a wave of unapproved layouts; and Kia's plant turned Anantapur's Penukonda belt into an industrial township. Vizag's good micro-markets rose 25 to 40 percent; the capital region swung wildly; the rest moved with rice and aqua prices.
The honest caution: AP's land market is plotted, speculative and political. Assigned lands, government lands and the 22A prohibited register catch buyers who did not check; unapproved layouts outside the LRS are stranded; and the capital region's land has been a bet on election results. Buy inside an approved layout with a clean passbook, and treat Amaravati as a decade-long position.
02Location and Macro Infrastructure: The Coast Road, Three Ports and a New Airport
Andhra Pradesh is 975 km of coast with the Eastern Ghats behind it, and its property values sit on NH-16 and at the ports and airports along it.
Roads
- NH-16, the Chennai–Kolkata coastal highway, six-laned through Nellore, Guntur, Vijayawada, Eluru, Rajahmundry, Visakhapatnam and Vizianagaram; the state's spine and the Vizag–Chennai Industrial Corridor's alignment.
- NH-44 through Kurnool, Anantapur and Hindupur, the Hyderabad–Bengaluru road that is Rayalaseema's economic axis; NH-65 Vijayawada to Hyderabad; NH-71 and the Tirupati roads to Chennai and Bengaluru.
- The Amaravati trunk roads and the seed-access road, under construction again, and the Vijayawada and Guntur bypasses that tie the capital region together; the Vizag–Bhogapuram beach road and the city's port connectivity.
- The Bengaluru–Vijayawada expressway and the Rayalaseema expressways, proposed under Bharatmala; price them at zero until construction starts.
Ports
Visakhapatnam's port and the Gangavaram private port, Kakinada's deep-water port and the SEZ, Krishnapatnam near Nellore and the new Machilipatnam, Bhavanapadu and Ramayapatnam ports under construction make AP the east coast's port state; the Vizag–Chennai corridor's nodes at Vizag, Kakinada, Krishnapatnam and Sri City are the industrial land plays.
Airports and rail
Visakhapatnam's airport is the state's busiest but sits inside the naval base; Bhogapuram, the greenfield international airport 40 km north in Vizianagaram district, is under construction and is the biggest re-pricing event in the state's north. Vijayawada's Gannavaram airport serves the capital region with international status; Tirupati's Renigunta is the pilgrim gateway; Rajahmundry, Kadapa and Kurnool run domestic schedules. Vande Bharats link Vizag, Vijayawada and Tirupati to Hyderabad, Chennai and Bengaluru; the Vizag metro is a proposal.
03Micro-Markets and What Sells: City by City
Seventeen cities, four tiers, one deep apartment market and sixteen plotted ones. Rates are indicative asking prices from recent deals and listings; AP quotes flats by the sq ft of super built-up area, plots by the sq yd, called the gaj, and farmland by the acre and cent.

| Adoni | 5 | Plots, houses, cotton warehouses | Plots ₹3,000–12,000/sq yd |
Visakhapatnam: from the beach to the IT hills
Beach Road, Siripuram, Daspalla Hills and the Dutch-era Waltair belt are the premium at ₹8,000 to 12,000 per sq ft, with sea-facing towers and the old bungalows of the port's elite. MVP Colony, Seethammadhara and the Rushikonda beach road are the upper-middle class at ₹6,000 to 9,000, with the IT SEZ and the university above the beach. Madhurawada, Kommadi and the PM Palem belt are the IT corridor's growth market at ₹4,500 to 7,000 and the city's largest apartment supply. Gajuwaka, Kurmannapalem and the steel-plant side are the industrial south at ₹3,500 to 5,000. Bheemunipatnam, Anandapuram and the Bhogapuram road are the airport play: plots and villas on the north's beach road priced on the terminal's opening. VMRDA's own layouts and the big developers' townships are the clean titles; the hill-slope layouts and the beach-front plots under CRZ are the checks.
Vijayawada, Guntur and the capital region
Vijayawada is Benz Circle, MG Road, Moghalrajpuram and the Governorpet trade for the premium, Gollapudi, Kanuru, Poranki and the bypass for the mid-market, and Tadepalli and Mangalagiri across the Krishna for the capital-region story. Guntur is Lakshmipuram, Arundelpet and the Amaravati Road side, with the chilli yard, the medical college and the fringe villages whose land was pooled. The CRDA's returnable plots, Amaravati's trunk roads and the government complex under construction are what everything here is priced on; the belt's prices halved and doubled with the capital's fortunes and will move again with the pace of building.
Tirupati and the south
Tirupati is the temple's pilgrim economy, the Renigunta airport side, the universities and Sri City's electronics and auto-component zone 60 km east on the Chennai border, where Foxconn, Isuzu, Pepsi and Kellogg's employ a workforce that rents in Tada and Sullurpeta. Nellore is Krishnapatnam port, the aqua trade and a market priced on Chennai's proximity; Hindupur and the Penukonda belt are Kia's plant and Bengaluru's AP suburb.
The Godavari delta and the north coast
Rajahmundry is the river, the paper mill, the airport and the delta's cultural capital; Kakinada is the port, the SEZ and ONGC; Eluru and Tadepalligudem are the aqua and rice trade; the delta's farmers are the richest in the south and buy town plots and Vizag flats. Vizianagaram is Bhogapuram's own district and the airport road is its land play.
Rayalaseema
Kurnool is the region's trading capital on NH-44, with the Orvakal industrial node and the drone hub; Anantapur is Kia and the Bengaluru fringe; Kadapa is the Kopparthy node, the steel-plant plan and the Rayalaseema expressway proposals; Adoni is cotton at the Karnataka border. Plots are the market and water is the constraint.
Who buys, and in what bracket
- Under ₹50 lakh: Gajuwaka and Madhurawada 2 BHKs, Tirupati and Nellore flats, Tier-3 to Tier-5 plots; factory and IT entry-level families, farmers' town plots.
- ₹50 lakh to ₹1.5 crore: MVP Colony, Rushikonda and Madhurawada 3 BHKs, Vijayawada's Benz Circle and bypass, capital-region plots, Guntur and Kakinada flats; the state's professional and trading middle class, the US diaspora.
- ₹1.5 crore to ₹4 crore: Beach Road and Siripuram apartments, Rushikonda villas, Bhogapuram-road plots, Vijayawada's premium; business families, doctors, NRIs.
- Above ₹4 crore: sea-facing penthouses on Beach Road, Waltair bungalows, capital-region land by the acre; the state's political and business elite.
04Industry and Employment: What Pays the EMIs
Visakhapatnam
The Rashtriya Ispat steel plant, the port and Gangavaram, the naval base and the shipyard, HPCL's refinery, the pharma SEZ at Parawada with Dr Reddy's, Aurobindo and the bulk-drug cluster, the IT SEZ at Rushikonda and Madhurawada with TCS, Wipro, Infosys and the GCCs that have started to arrive, and the hospitals and universities. Vizag's rental market is the state's deepest because its tenants are spread across all of them.
The capital region and the delta
The state government's return to Amaravati, the secretariat and the courts, the construction economy of the capital's rebuild; Vijayawada's trade, the Gannavaram airport and the logistics of NH-16 and NH-65; the Godavari and Krishna deltas' rice, aquaculture and the richest farm economy in the south; Kakinada's port, SEZ and ONGC; Rajahmundry's paper and the river.
Tirupati, Sri City and the Chennai border
The Tirumala temple's economy, India's richest; Sri City's electronics, auto-component and consumer-goods zone with Foxconn, Isuzu, Pepsi, Kellogg's and Alstom; Krishnapatnam port and Nellore's aquaculture; the Tada and Sullurpeta worker belt.
Rayalaseema
Kia's plant at Penukonda and its suppliers, the Orvakal node at Kurnool with its drone and aerospace plans, Kadapa's Kopparthy node and the proposed steel plant, the solar parks of Anantapur and Kurnool among the world's largest, cement at Yerraguntla and granite at Ongole; a region of industrial townships in a water-scarce landscape.
Industrial land
APIIC allots industrial land in parks across the state on lease-cum-sale terms; the Vizag–Chennai Industrial Corridor's nodes, the Krishnapatnam and Kakinada port-industrial zones and the Rayalaseema nodes are the flagships; Sri City is a private integrated business city. The single window is the state's YSR AP One and the Invest AP portal under the industries department.
Tourism and pilgrimage
Tirumala draws more pilgrims than any shrine on earth; Srisailam, Simhachalam, Vijayawada's Kanaka Durga, Annavaram and the Godavari's Pushkaram; Araku valley, Vizag's beaches and Lambasingi; Lepakshi, Gandikota and the Belum caves. Hospitality land in Tirupati and on Vizag's beach road is the state's hotel market.
05What Changes in the Next 3 to 7 Years
- Bhogapuram airport opening. The strongest catalyst in the state: Vizag's north from Anandapuram to Bheemunipatnam and Vizianagaram's airport road re-price as flights begin, and the city gets an airport outside the naval base.
- Amaravati's rebuild. The government complex, the trunk roads and the first institutions under construction again; the Vijayawada–Guntur belt and the CRDA's returnable plots trade on the government's pace, and the pace is the risk.
- The Vizag–Chennai Industrial Corridor and the new ports, Machilipatnam, Bhavanapadu and Ramayapatnam, which extend the coast's industrial land markets.
- Rushikonda and Madhurawada's IT expansion and the GCCs arriving in Vizag, which deepen the city's rental market.
- Sri City's and Kia's growth, which keep the Chennai-border and Penukonda worker-housing markets growing.
- The Rayalaseema nodes and the Bengaluru–Vijayawada expressway, if built; Kurnool, Kadapa and Anantapur are priced on them.
- Vizag metro and the Vijayawada airport expansion, proposals that would re-price the two cities' corridors if they start.
- Market-value revisions and the post-titling-law record reforms, which push deals into the formal market and should settle the passbook disputes.
What this means for appreciation: Vizag's Beach Road and MVP are mature; the headroom is in Madhurawada, the Bhogapuram road and Bheemunipatnam. The capital region is a leveraged bet on Amaravati's pace, with the Mangalagiri–Tadepalli belt the least risky part of it. Tirupati and Nellore move with the temple, Sri City and Chennai. The delta and Rayalaseema move with rice, aqua, solar and water.
06Civic Life: A Clean Coastal City, a Capital in Progress and What Breaks
Healthcare
KIMS Icon, Apollo, Care, Medicover and the King George hospital in Vizag; Manipal and the government general hospital in Vijayawada; SVIMS and the pilgrim hospitals in Tirupati; the medical colleges in Guntur, Kakinada, Kurnool and Anantapur; AIIMS Mangalagiri in the capital region. Vizag and Vijayawada are the state's medical destinations.
Education
Andhra University, GITAM and IIM Visakhapatnam, IIT Tirupati, IISER Tirupati, SV University, NIT Tadepalligudem, IIIT Sri City, the Vijayawada and Guntur college belts and the KL and Vignan universities; the state's engineering colleges are a rental market around every city.
Retail and recreation
CMR Central and the Vizag beach promenade, PVP Square and the Krishna riverfront in Vijayawada; Rushikonda, Yarada and the Araku valley; the Vizag cricket stadium; Tirumala, the Godavari's ghats and the Prakasam barrage; Vizag is the cleanest and most walkable coastal city in India after Panaji.
The civic realities
- Cyclones and the coast: Hudhud in 2014 flattened Vizag and the Krishna and Godavari deltas flood in heavy years; the coastal towns are built for it and the new towers must be. CRZ decides the beachfront.
- Water: Vizag runs on reservoirs that fail in dry years; Rayalaseema rations every summer and Anantapur is India's driest district after Jaisalmer; the deltas have water and salinity.
- Heat: 42 to 46°C in May in Vijayawada, Kurnool and the interior, with the coast humid and the Ghats cooler.
- Traffic: Vizag's NH-16 stretch through the city and the Gajuwaka junction, Vijayawada's Benz Circle and the Kanaka Durga flyover; the Vizag metro would be the fix.
- Power: APSPDCL and APEPDCL supply is reliable; the solar parks have made the state a power exporter.
- Approvals and records: the UDAs and DTCP approve layouts and the LRS regularised the unapproved ones in waves; the 22A prohibited register, assigned lands and the passbook disputes from the titling-law years are the title risks, and the capital region's pooled land carries CRDA conditions.
07Climate and How to Build for It
Andhra Pradesh is a hot coastal state with a cyclone season, a dry interior and a monsoon that comes twice.
Summer runs March to June at 38 to 46°C, hottest in Vijayawada, Kurnool and the Rayalaseema interior; the south-west monsoon from June to September brings 600 to 1,000 mm to the coast and under 600 to Rayalaseema, and the north-east monsoon in October and November adds the cyclone season, with Hudhud, Titli and the delta floods as the design cases; winter from December to February is mild and dry, the best season.
What it means for a buyer or builder
- Cyclone-rated glazing and fixings on the coast, corrosion-resistant fittings and roof detailing that survives 150 km/h winds; Vizag's post-Hudhud towers are the standard.
- Plinth height, drainage and the floodplain maps in the deltas and Vijayawada's Krishna-side colonies; the recent floods are known street by street.
- Cross-ventilation, shading and insulated roofs in a climate where air-conditioning runs eight months a year; east and north-facing units sell at a premium reinforced by Vastu, which AP buyers take seriously.
- Rainwater harvesting and borewell yield in Rayalaseema and the Vizag hills; a plot without water is a plot without a house.
- CRZ and the beach-erosion lines decide what may be built on the coast from Bheemunipatnam to Nellore.
- Rooftop solar pays back fast across the state; the solar parks show the sun is reliable and the state's net-metering is reasonable.
08Landmarks, Tourism and the Hospitality Angle
Andhra Pradesh's identity is Tirumala's pilgrims, the Godavari and Krishna rivers and Vizag's coast, and its hospitality market is pilgrimage first.
- Tirumala and Tirupati: the Venkateswara temple, the world's most visited shrine; hotels, lodges and the TTD's own guest houses, with hotel land in Tirupati the state's most valuable hospitality property.
- Visakhapatnam: RK Beach, Kailasagiri, Rushikonda, Yarada and the submarine museum; Araku valley and Lambasingi in the Ghats; beach hotels and the Araku resort belt.
- Vijayawada and the Krishna: Kanaka Durga temple, the Prakasam barrage, Undavalli caves and Amaravati's Buddhist stupa; the capital region's hotel demand follows the government's calendar.
- The Godavari: Rajahmundry's bridge and ghats, the Papikondalu river cruise, Annavaram and the delta's temples; a river-tourism market with houseboats and resorts.
- Srisailam, Ahobilam and the Nallamala: the jyotirlinga and the forest pilgrim circuit; lodge and dharamshala land.
- Lepakshi, Gandikota, the Belum caves and Puttaparthi: Rayalaseema's heritage and the Sai Baba ashram; small resort and lodge markets.
- Horsley Hills and the Ghats: the state's few hill escapes, with cottage land under forest rules.
The practical takeaway: Tirupati's pilgrim hospitality and Vizag's beach hotels are the plays with real liquidity; Araku and the Godavari are growing; the capital region's hotels are a bet on Amaravati. Everything on the coast carries CRZ, and everything in the Ghats carries forest and tribal-area rules.

09Legal Checks, Stamp Duty and Property Tax: Andhra Pradesh Specifics
AP's paperwork turns on the passbook, the layout approval, the LRS and the 22A register. The records are digitised; the losses come from assigned and prohibited lands, unapproved layouts and the capital region's pooled land.
Who approves what
The Visakhapatnam, Tirupati, Guntur, Kakinada, Kurnool and the other urban development authorities approve layouts and large buildings in their regions; the municipal corporations sanction smaller buildings and levy property tax; the DTCP covers the rest; the Capital Region Development Authority governs Amaravati and the pooled land; APIIC allots industrial land; AP RERA registers projects above the usual thresholds. Agricultural land records live on the Meebhoomi and Webland portals with the pattadar passbook, the survey number and the adangal; the registration department's records cover non-agricultural property.
Assigned land, 22A and the LRS
Assigned lands, given by the state to the landless for cultivation, cannot be sold; government, endowment, wakf and other prohibited lands are listed under Section 22A of the Registration Act and the sub-registrar will not register them. A plot sold from such land is not an asset. The Layout Regularisation Scheme let owners of plots in unapproved layouts pay a fee and regularise; a plot outside an approved layout and outside the LRS cannot be registered for building or mortgaged cleanly. The 2023 land-titling law that would have replaced deeds with a state-guaranteed title register was repealed after protests; the old deed and passbook system stands.
The due-diligence checklist
- AP RERA registration for projects, with the promoter's record and the completion date.
- Pattadar passbook, survey number and adangal on Meebhoomi for any agricultural parcel underneath, with the mutation in the seller's name and the land classification checked.
- 22A prohibited-property search and the assigned-land register at the sub-registrar and the tahsildar; the first check in any AP deal.
- UDA or DTCP layout approval, or the LRS proceeding number, with the approved layout plan and the plot marked.
- Link documents for 30 years, the encumbrance certificate and a court check; AP's old inam, zamindari and joint-family holdings cloud rural titles.
- Building-plan sanction and occupancy certificate from the corporation or the UDA; the state's instant-approval system covers small plots but the OC still matters.
- NALA conversion under the Non-Agricultural Lands Assessment Act for any plot carved from farmland.
- CRDA conditions on capital-region pooled plots; CRZ and hill-slope status on the coast and in Vizag; APIIC lease conditions for industrial plots; tribal-area restrictions in the Agency areas of the Ghats, where land cannot pass to non-tribals.
Agricultural land
Anyone resident in India can buy agricultural land in AP within the ceiling limits, outside the scheduled Agency areas; there is no farmer-only rule. NRIs and OCIs cannot buy agricultural land, plantations or farmhouses under FEMA, though they may inherit. Converting farmland to residential needs the NALA conversion and the UDA or DTCP layout; the plotted "ventures" sold on every highway out of Vizag, Vijayawada and Tirupati without them are the state's commonest trap.
Stamp duty and registration
Andhra Pradesh charges 5 percent stamp duty, 1.5 percent transfer duty and a 1 percent registration fee on sale deeds, about 7.5 percent all-in, with no general women's concession. Duty is charged on the higher of the sale price and the government market value, which the state revised upward across Vizag, Vijayawada, Tirupati and the capital region recently. Family settlements and some affordable categories carry concessions. Confirm the live figures before you budget; the state changes them by notification.
Property tax
Municipal property tax in Vizag, Vijayawada and the other corporations is based on capital value after the state's reform and is modest, with self-assessment and rebates; the smaller municipalities use similar systems. Society maintenance in Vizag's towers, APIIC lease rent and summer water tankers in Rayalaseema are the recurring costs that matter.
Units you will hear
AP quotes plots in sq yd, the gaj, flats in super built-up sq ft with the RERA carpet area 25 to 35 percent lower, and farmland in acres and cents, 100 cents to the acre and a cent of 48.4 sq yd. The market value is published per sq yd and per sq ft by locality; ask for the specific street's figure before you agree a price.
Rates on this page are indicative asking prices gathered from transactions and listings Mr. Homez handled or reviewed. They change with every quarter and every collector-rate revision. Stamp duty, cess and tax rules are summarised from government notifications current at the time of writing; confirm the live figures with the sub-registrar before you commit money. This is market commentary, not legal or investment advice.
